a term used by all creepers and/or furries whom live in ghetto to call white boys(who otherwise really dont belong there)over to their car to converse with them about their janky ghettoness and then later trick those same boys into rule 34F

Man/cow: Hey skoogie, come over here

Boy:Why are you dressed as a cow

Man:Because its the only thing i have to wear,wanna go to the desert to play
