Artsakh is the Armenian historical name for the region known internationally as Nagorno-Karabakh — a mountainous territory internationally recognized as part of Azerbaijan but historically inhabited largely by Armenians. The region has been central to armed conflict, and international human-rights organizations have documented serious abuses associated with Azerbaijani military actions, including extrajudicial killings, forced displacement, detention, torture, and a blockade that created humanitarian shortages.
