An individual who directs attention to himself/herself by acting like a homosexual, or by dressing and/or speaking in a way most people find strange.

The girl wearing a strange hat, with rings on all of her fingers, drinking an extremely large thermos of coffee, and revealing an extravagant henna tattoo, was called a "neo-fag" by everyone she met.
