Euphemistic language often employed to whitewash corruption, cronyism, war, or genocide, used by nerds who were too bad at science or math so went on to become a public "servant" or bureaucrat.
"Israel has a right to defend itself" is a common phrase in American Bureaucratese. It means Israel gets to bomb hospitals and shoot kids.
