When an African uses the word Akatta, they are just referring to an African American in America. It’s not meant to be insulting however people can use it as an insult (as can other words). If you’re speaking your native language and you say the word to describe someone it simply just means an African American. Unless they're trying to be insulting, they will add words that are obviously not nice.
