doing the illegals

When one has a Scheduled time to do drugs. I.e. Meth, cocaine, etc. Typically in a public bathroom, in a house, or even in public (if he/she is feeling frisky).

Man 1: "hey man! Where are you going?"

Man 2: "oh! It's 4:20!"

Man 1: "so?"

Man 2: "... I'm 'bout to be doing the illegals"
