"when your nipple on your boobies are so hard, that they're popping out of your shirt, even if you have many layers on.

Basically, it's when you have REALLY hard nipples.

"dude, did you see sabrina's boobcicles. I think she might be a little cold."

"Jenny?"
"Yeah?"
"Are my boobcicles popping out a lot"
