Referencing The Three-Fifths Compromise. Which was an agreement reached during the 1787 United States Constitutional Convention. It addressed how enslaved people would be counted when determining a state's population for representation in Congress and for taxation purposes. Delegates agreed that each enslaved person would count as three-fifths of a person.
