it's when you don't want a serious relationship but you want him / her as your toy to fuck around with.It also can be when she / him are already in a realtionship but you like that person so he/she agrees to be your friend with benefit.

Your brother is hot but already has a girlfriend so we agreed that I'll be his friend with benefit.
