Ones who eat your brains(not literally) or bores you a lot.It is a hindi slang derieved from word 'aand' meaning your balls. One who eats your balls(as in eat brains). Typically used in Chhattisgarh, India.

person 1 : "That guy always talks bullshit."

person 2 : "because he's an Andeer."
