A play on the phrase bootlicker. To act as a defender for authority figures, particularly when defending those with a great deal of power against legitimate criticisms. Typically used in memes, followed by an image of a whiskey bottle shaped like a cowboy boot.

"You're actually defending white supremacy? Didn't realize your ass want to act boot liquor."
