An Ibi is when someone is looking for something that is clearly visible or easy to find, but is still unable to locate it.

Person 1: I can't find my shoes anywhere, they're definitely not in the house.

Person 2: Dude, they're literally sitting on the shoe rack by the door where they always are.

Person 1: OMG I just totally pulled an Ibi.
