1 Any place that's the hood and has a large Puerto Rican/Hispanic population. Also large Steel mills.

It's the hood and a mostly Puerto Rican/Hispanic area near large steel mills. Also has a lot of projects, gangs, shootings, murders, stabbings, bars, abandoned strip malls, and a ghetto park in the middle.
