Goat stage 

when a milestone has been hit but it is only a part of the ladder to completion
if you wanted to make a cheese cake, you would realise you cant make a cheese cake until you have the cheese, you have to go milk a goat to get the cheese - hence "the goat stage"

building the foundations is the goat stage of making a house
