Something required for an application, contest, audition, etc. if one wants to have any chance of moving forward or succeeding. While one is technically allowed to give a submission without the "strongly recommended" material, their submission will likely be ignored.
The job application states that having an elementary school diploma is "strongly recommended," so you better have one to stand a chance.
