Two definitions:
1) Skaters who go to the skatepark just to ride the rails because that's all they know how to do.
2) Kids who go to the skatepark just to watch, which usually involves hanging off the outside of the rail/fence/wall around the skatepark so they don't get run over inside the park. These people are usually skatetarded. These are the kind of people who drag their girlfriend/boyfriend who doesn't skate and isn't appreciative of the art of skating to a big event, like the X-Games, just so they don't have to go alone. Most skaters either date them or hate them.

Farnham “nam” skatepark is a facility located in central Farnham, Surrey. It is a hotspot for daytime binge drinkers and drug addicts. You will often see a man in a purple beanie most commonly drinking out of a 3 litre bottle containing of white cider.

A skate park in Vancouver, Washington that was built in 1998 far lack of a skate park in the area besides Burnside in Portland, Oregon. The park is rough and could have been a lot better but the locals make do with what they got and they absolutely shred and they love that park and will do anything to keep it around for future generations. The park has some locals/locs who have been there since day one and still skate it and you are very likely to come across some of them if you decide to go there

Annoying kids who sit on the ramps of skateparks (normally in big groups) just to make sure that no one else can use them.
These people are wastes of space and do not contribute to society, if you see one at your local skatepark, you should do a rock to fakie over the coping bar where they are sitting and crush their nuts. If you are using a BMX, you could put their head through your handlebars and do a barspin to snap their stupid necks.
