Old military (Naval) slang for a person who avoids their responsiblities, or is work-shy. What may latterly be termed a "skiver".

For all those scrimshankers who've yet to hand in their assignment, you have just two days left!

A person who is tight-fisted and tries to avoid paying their share for anything
