Democratic party's campaign stategy for the 2004 election. Plan 9 calls for all 9 Presidential candidates to run as co-presidents, each to share the presidency when elected. Plan 9 also included better lawyers and friendlier judges to insure that constitutional purists anti-chadists were thwarted this time.
