The Mulvinator is just like the Terminator , only in complete human form, he has taken on the body and look of Stuntman "Jeff Mulvin"
When Jeff Mulvin zeros in on something he wants, be it a beautiful woman or any other pursuit, he goes at it at any cost with reckless abandon, complete tunnel vision without regard to life or limb, in order to get what he wants...thus he becomes "The Mulvinator"
