The tendency for some project or operation to exceed its original boundaries and purpose, usually putting its participants into difficult or unforeseen circumstances. These may cause the original purpose to change, or to become unachievable.
The U.S. at first just tried to get the Viet Cong out of Vietnam, but after years of mission creep, they found themselves fighting the NVA, Cambodians, and others.

derived from a specific historical event (video documentation), when the commander in chief addressed an active-duty armed forces division in a militarized zone. with careful diction, the president punctuated his statement : "and you will ... complete your --- "
the pronunciation of "mission," elicited from the division--in all but perfect unison-- a slow crescendo, a roar, something like "rah" at its peak.
the noteworthy aspect is both aural and visual. half a beat after the word was spoken (an apparent, if experimental, verbal prompt) the division members slowly raised their heads and emitted--some tentative, at first, some strong, then as a chorus--the crescendo-roar. it gave the distinct impression of hypnosis on a mass scale.

When a local law enforcement unit conducts a long term investigation, and a federal agent slowly inserts themselves towards the end of this investigations just to be part of the raid that arrests the target so they can get credit and look like the hero at the press conference.
"Who's this Joe guy and why is he suiting up with us for the raid?"
