A combination of the words "hospitable" and "despicable' that sarcastically highlights the irony of a situation.
The city of Grants, NM, who always think of everybody else, wants all businesses to open up, despite orders to stay at home during this global pandemic, making them the first town to knowingly, willingly, voluntarily, and officially, Welcome Covid19 to New Mexico. How hospicable of them.

The feeling/vibe created when you have to let someone you hate into your home. A blend of "hospitality" and "hostility."
