Dispunctional describes someone one who is congenitally incapable of being on time or punctual. Used to describe, for example, someone who always arrives after a meeting has started. Also connection to disfunctional to describe the functional inability to be on time. First used around 1984 Fred must be dispunctional, he hasn't been on time for any meetings this year.
