Scottish slang for a teenage driver who modifies their cars with large/loud exhausts and speeds through towns as if they're in a race.

Guy 1: "Did you buy another loud exhaust?"
Guy 2: "Yep, going to install it today."
Guy 1: "Damn, you're already becoming a car-dick."

Car dice13 then went to various web forums, and online MMORPGs and created accounts to insult people, or spam. People now create accounts called car dice13, car dice#, or call themselves a car dice13 account. They use these accounts to spam, flood, or insult people from various places on the internet.

The metaphorical state of being in a very homosexual situation, or undesirable position. Described as the brushes in a car wash being replaced with penises, and slapping the individual in the face repeatedly while revolving, as if they were cleaning the exterior of a vehicle.
