As far as history and legend goes, Medellin in Colombia. A city decimated by murderous street gangs, power-crazed drug cartels and guerilla/paramilitary bloodletting.
Throughout the 90's and early this century, Medellin held the title, peaking with around 400 homicides per 100,000 in 1991. This fell to about 150 per 100,000 during the mid to late 90's but rose again in the early 00's, approaching 200 per 100,000. These figures are even more remarkable considering Medellin is a decent sized city of 2 to 3 million people within the period covered.
Thanks to a phenomenal security clampdown Medellin is no longer the 'murder capital of the world', but it remains the ultimate example of what can happen when crime literally spins out of control.

The Slurpee Capital of the World is the city inwhich consumes the most slurpees in the world compared to many other cities.
Winnipeg has been the slurpee capital since 1999. (now being 2010)
Winnipeg on averages over 188,000 slurpees a month, even though its known for its coldness.
Kennewick, Washington, USA falsely claimed to be the Slurpee Capital of the World, later to be proven. The false claim uproared Winnipegers, to such a degree, that they got radio stations aware of the lie.

new orleans was the murder capital of the world in 1993,94,95,and 96, and still has a high per capita of murder for such a small city

This is a nickname that can be applied to any city with a wide array and variety of entertainment options. Personally, I don't think this term should be applied to Las Vegas, because they have excessive amounts of nightclubs, bars, and casinos with all other entertainment options being sparse to almost non-existent. If that was the entertainment capital of the world, I shudder to think how boring the rest of the world is(sarcasm). They also need culture, historical significance, things for the under-21 crowd, museums, street performers, distinct neighborhoods and villages, local scene, etc...in order to deserve that title. I think it's more appropriate that this title be applied to cities like: Los Angeles, Miami, New York, anywhere in Mexico, Amsterdam, and a few other cities I can't think of right now.
Las Vegas dosen't deserve the title of "The Entertainment Capital of the World" as it's too limited when it comes to entertainment options.
Excessive amounts of bars, clubs, and casinos dosen't make you an example of that kind of city.
Amsterdam is way closer to being "The Entertainment Capital of the World" then Vegas is.
