brillant 

Being incompetent, having a grossly inflated sense of one's competence, and possibly being lazy too, with the result being a very bad (or non-working) design or implementation. Often used in conjunction with the name "Paula". Originates from a post on The Daily WTF (an online forum discussing examples of bad programming practices) where a lazy programmer named Paula had coded exactly five lines of Java for a major project in several months and had managed to bullshit her way through weekly meetings regarding her progress. One of the lines was:

whose sheer elementariness, inappropriateness in production code, narcissism and self-inflation, with a weird spelling for "Brillant" on top of everything else, was deemed memorable.
"Have a separate table for each customer instead of a field in a single table? That's brillant!"

A term the British use to describe everything.
I's brilliant in't it? Right, yah, bloody brilliant. Wha' is? Oh, yah, right, brilliant. Bloody brillant.

Fucking Brilliant 

!. An expression, particularly popular with the British and the Irish, that means something is really cool, really awesome, top notch, way above expectations.

2. A sarcastic expression of how good something (an idea, etc) is/was.
1. "This is really really fucking brilliant" - Bono (2003, Golden Globes)

2. "Luke, blasting the controls that extend the bridge was fucking brilliant" - Leia (what she would have said if "Star Wars" was not rated PG)

Fishmonger Brilliant

The third and highest level of brilliance. There's Ordinary Brilliant, Absolute Brilliant and then there's Fishmonger Brilliant.
Stretto's elbow-dance is Fishmonger Brilliant.

strategically brilliant

The War Criminal in Chief’s typically grandiose self-assessment of his impulsive and ignorant decision to pull US troops out of Syria.
What I’ve done in Syria is quite frankly strategically brilliant; I know you don’t like it but Syria is mostly a lot of sand - and Vlady’s gonna really love me now!

brillant 

Not to be confused with brilliant.

Adjective, indicating an amazing lack of skill coupled with an incredible blindness to aforementioned lack of skill.

brilliant 

A word which in the past meant that something was exceptionally good, or to express great pleasure:

Its strength has been eroded by overuse, and it can now be used to respond to any mildly pleasing news. Somehow the extreme unctuousness and insincerity of this tends to go unrecognized or is an occasion for the self-gratifying feeling that one is being tolerant.
In the olden days:

Jones-"Brilliant!"

Nowadays:

Waiter: "Are you ready to order?"
Customer: "err, yes..."
Waiter: "Brilliant!!!"
