A unofficial Norwegian word that deals with kakk, also known as scandinaves with a strong dialect, old cars and clothing. However, not all of the avviksbefolkning is kakk, as many would believe. A big percentage of kakk have a job and pay taxes.
Some of the people considered as avviksbefolkning are
construction workers who dropped out of high school due to misbehaving, absences or inprisonment. Typical features are unemployment, hoodrat activites, refering to people of colour as the N-word, stealing, sleeping until the afternoon, wearing workclothes outside of work,
dirty hands (from fixing their constant broken 20 year old Volvo or Mercedes), eating gas-station junk food, hating on politics and people of colour
online, and the list goes on
In Norway NAV pays unemployed people money every month due to different reasons. Some people who recieve money are sick and can’t work, some have been paralized due to work or a car accident. However the excuses avviksbefolkning use are often «I don’t want to work
because I can just sit at home and get money from NAV» or «Nobody wants to hire me due to my criminal record». Also there is «I can’t find a job that I like»
