A person who acts amazingly stupid in the most hyper active ways. Most people who are like this will have lack of sugar intake or people who get easy sugar rushes. If you think you know someone who is a Wigglemuff the main symptoms are: 1. They act really daft at random moments 2. They will have a history of anger issues 3. And finally they will act out no matter what the situation.
