To spowart is to renege on a deal usually with a friend, using trust to keep stringing along the person owed, with no intent to ever pay up a cent, yet keep the goods.

Spowarting is being wishy-washy, full of lame excuses while abusing trust of a friend or a colleague to benefit off of them .
My neighbor Mike tried to spowart me on my lawnmower deal but I took it back after he hadn't payed me for over a month. His excuses were so transparent even his 5 year old daughter knew he was lying about why he never had the cash for it. I think he never intended to pay me. How pathetic to try to spowart a friend and neighbor. I can't trust him again after spowarting.

Noun. Portmanteau of "street" and "road": it describes a street, er, road, built for high speed, but with multiple access points. Excessive width is a common feature. A common feature in suburbia, especially along commercial strips. Unsafe at any speed, their extreme width and straightness paradoxically induces speeding. Somewhat more neutral than synonymous traffic sewer.
Did you see what the traffic engineers want to do to our street? They're going to turn it into a total stroad!
