When an item is bought brand new before, had a defect or something wrong with it, sent back to the company where it came from or the store where it was bought, fixed up to almost new condition and then sold for a less price
My new Pantech Duo from AT&T was a Refurb because i didn't want to pay an extra 100 dollars for a brand new one.

Something which has been refurbished and resold at a discount, like a computer or a plasma tv.
I was too cheap to waste all my money on a brand-new laptop, so I picked up a refurb online instead.
