This phrase is in the middle ground of both mantras, "flat is justice" and "oppai is truth." Attempts at being upscale when you have little clue what class really is. An attempt to be fancy, when it's in fact little more than a polished meh. A little splurge to get fancy, when it's flexing a little bit of status from spent money more than achieving a high standard of quality. Still essentially mediocre, but with some fancy frills polishing the appearance without substantial improvement.
