Being non shalant, and/or attired in urban camouflage.referring to the dark shades known known as loc's. Means being up to no-good while looking inconspicuous.

"We some loc'd out niggas. Set tripping, 'n banging."
"Look at this loc'd out mofucka. He about to jack these fools son! "

The term for a gang member who is openly gay or has come out of the closet to his boyz.

Paco is loc'd out, essay, but don't mess with him; he's still very, very hard.
