A person or quality describing someone or something that continues to act strangely, even after being chastised for doing so. Or, a slang term for a chump or cheeve.

Hey did you hear about Ahsan acting like a kachigunda at the debate tournament last weekend?
Yeah, I heard he got disqualified for doing it in the middle of a round.
