Coined by Ben Wurst, the word ‘Fokie’ came to be during April 16th, 2007 during the shootings at VT, labeled as “The worst in U.S. History.” This tragic event allowed people to find out the true Hokies from the pretenders.

basically can be used in those situations that you dont feel comfortable to actully say f*ck you. so thats when foky uga comes into play. Also at the same time it sounds like your speaking in a different languge
