1. Used to express frustration or disappointment, typically sympathetically.
2. A situation in which no desireable result can occur.

Chad, "Hey bro, I snapped my surfboard in half after I biffed on a gnarly wave yesterday."
Ted, "Dude, that's a steamy batch of bummermuffins right there..."

Stubs toe, "Ouch! Bummermuffins!"
