In northeastern Pennsylvania its slang for a scummy person who is an inbreeder or just to use as an insult of a dirty person whether physically or morally reprehensible.

Derives from the last name “ Counterman” it got shortened down from cutterman to cutty over the years. It is used in 3 counties in Northeastern Pennsylvania.
Used as a descriptive word adj:
That guy you were talking to is a real cuttie, a couple weeks ago he stole jewelry from my friends parents
Also used as an insult: “shut the fuck up you piece if shit cuttie! “
