Someone who is the lowest of the low. Worse than any other insult you can think of. This is to be used only if the person really deserves it.

Cellmate 1: Did you hear about the new guy?
Cellmate 2: No. What'd he do?
Cellmate 1: He killed five hundred people with a blowtorch then raped the bodies.
Cellmate 2: What a scrotner.
