A loud boisterous story designed to make the teller look bigger and better than he is but is obviously full of bullshit.

Refers to how loud Big Ben sounds at a given distance.

In the YouTube video of the cute little British girl going to see the clock mechanism at the top of the famous Parliament Building, she is directed to wear earmuffs due to the decibell level's being so high when the hours are tolled.
