The idea that the masses in society have become mentally (and physically) weak because of the declining amount of time and quality of sleep they get.

Instead of Soviet-era prisoners, imagine the modern society in which the majority lack sufficient sleep. The main difference here in modern society is that the sleep deprivation process is not physically enforced by the regime, but its rather determined by the choices of the individual. These are choices that individuals make that can impede their sleep. Commonly we see people consume products (fast food, caffeine, etc.) and use technological devices (phone use late at night) that will harm their sleep schedule.

Was it ever really normal for kids in school to have only a few hours of sleep until recently? Of course not, but the use of addictive substances and devices recently has allowed this to happen. The result of sleep deprivation from these products on a mass scale is that people are much more susceptible to deviate from societal norms because they lack the agency to maintain them. With people lacking the willpower to maintain societal norms, this serves as an excellent opportunity for regimes. Regimes will then craft narratives for the weak-willed people, and these people will naturally incorporate these ideas within their moral framework.

When someone sees the current state of society and wishes that it be torn to shreds.

This refers to the Bible when Jonah thought Nineveh deserved to be destroyed due to the city's wicked and sinful behavior. God spared the city of Nineveh because the city's residents repented; Jonah thought they still deserved punishment.

Sirens in Greek mythology are creatures at sea that allured sailors to the point of their demise.

Today, this essence is channeled via the internet. Many men succumb to the endless barrage of women (aka "e-sirens") that expose themselves inappropriately on the internet. Much like the sailors exposed to the sirens at sea, many current men lose their willpower in the process. Coomers are the result of guys succumbing to e-sirens.

Remember how in Blade Runner 2049 there was a pink hologram of a woman that encountered Gosling's character, K, near the end of the movie? Think of that as an e-siren. It can also just be an immodest woman on the internet that guys simp over.

The simple requirement that everyone must dress modestly.

The objective of mandated modesty is to assimilate the culture with traditionalist ideals. The way the masses dress can often be reflective of the state of the culture... in today's age, the typical American will wear sweatpants, graphic t-shirts, 3XL shirts, revealing clothing, awful looking shoes, and so on... These examples serve as a representation of a society that is lazy, depressed, overweight, promiscuous, obsessed with consuming, and ultimately without a purpose- the antithesis of excellence.

This idea is similar to the "broken window theory" regarding that the appearance of the surrounding environments can influence the behaviors of those within that environment. In essence, people will act in accordance with the beauty -or lack of- in their environment.

The low-IQ explanation: Requiring people to "fake it until they become it" to improve the culture.
"I'm tired of walking into Walmart and seeing 3XL graphic t-shirts with coomer-esque references... This is why we need Mandated Modesty!"
