“On Jah” is the same as the phrase “On God” with the word God replaced with the word Jah. It means essentially the same thing and is used in the same contexts as “I swear to god”.

Jahseh Onfroy (often shortened to "Jah") was the real-life-name of the late Floridian African-American rapper, song writer, and alternative-metal artist "XXXTentacion".

In his song “Train food”, he seemingly predicted the details of his own murder. The moments of him pleading for his life before getting run over by the train, line up perfectly with him begging the shooter not to do it as he “had a kid on the way” which eye witnesses believe to be some of his last words, the feelings of helplessness as the train barrels towards him at full speed with no way of stopping it, line up perfectly with how he bled out from his neck (basically the full-speed equivalent of bleeding out) with nothing the hospital staff could do to save him (the equivalent of not being able to stop a speeding train), along with many other symbolisms that seemingly predicted his own death right down to the last detail.

This prophet-like prediction of his own death, made many people on the internet start to compare him to another prophet, Jesus, and in the church Jesus is actually a physical manifestation of God, so in saying “On God” you are saying the same thing as “On Jesus” and so since people now viewed him as similar to Jesus, saying “On Jah” was a the next logical step in the evolution of this phrase.
Don't fucking touch me, on Jah, I will fuck you up vro

Oh shit he serious, I'm finna head out then nevermind
