A word used mostly in the South-West England to describe someone who is a Numpty (a bit dopey/silly), but also very attractive and loveable.

i.e. Scrumptious + Numpty = Scrumpty.

The word also sounds very much like an English South West type of cider: Scrumpy.
After trying to impress Joan, Paul managed to make a bit of a fool of himself.

Joan to a friend: "Ah, he might be a bit dopey, but he's definitely gorgeous."
Friend: "A Scrumpty then."
Joan: "Yeah."
