Like a fool but severly worse (therefore 'flip-floppin'') . Can be used as friendly joking or to express underlying anger and dislike of severe idiocy.
May also be pronounced/ said as 'flip-flopping-fool'' yet this tends to hinder the flow of the linguistics in question.
Hint: the effectiveness of this remark increases severely, and is remarkably heightened, if pronounced in the manner of Moss off the comedy show, 'The IT Crowd'.
