Someone (often a middleman) who appears to provide a service (but does not) and charges you a fee.

Examples:
1. Ticketmaster gouging you with fees for printing out a ticket to the event you booked at home.
2. Job recruiters who take your information and use it to apply to jobs publicly posted online by a company.
3. A mortgage broker who offers a standard product that you could have found on your own with ease and adds his commission
