"heck-care" is a phrase with a similar meaning to "heck if I care" but with a slightly more flexible syntactical role. It is possibly derived from such phrases as "heck if I care" (See also: wordsense-dot-eu/heck-care/). It is used by some Singlish speakers. The phrase is often part of an informal tone/register. Depending on the context and inflection, it may be received with either understanding or offense.

P.S.: It is possible that "heck" is mistranscribed as "hack" in the UrbanDictionary definition for "Hack Care", or vice versa. This article(answers-dot-com/english-language-arts/What_is_heck_care) claims the phrase to have the opposite meaning than that described here which does not comport with my personal experience.

Alternatively, Janice: "Heck-care, lah." ("Don't worry about it"/"It is of little concern")

Typically used in Singlish to differentiate between the "right & proper"/official/etc (by right) way of doing something and the "quick & easy"/unofficial/corner-cutting/etc (by left) way of doing something.
Alice: Hey! Rubbish collector supposed to collect recyclables separate from non-recyclables, what?

Bob: By right, that’s the case but by left they oso just dump them in the same bin.
Alice: What by right & by left?! They should do their job properly!

Among other uses of the phrase, "I'm having a moment" can be used when one is experiencing an overwhelming revelation or is reeling from great surprise or shock and therefore cannot respond to further questions or information before processing the emotion/information and/or briefly recontextualising/reevaluating other beliefs.
Speaker A: "Hey did you know that glass doesn't actually flow like a liquid people just installed the uneven glass thick-side-down. Anyway what do you want me to order for lunch?" (Speaker A presents Speaker B in passing with information that contradicts a long-held belief of Speaker B)

Speaker B: "Sorry, I'm just having a moment right now" (Speaker B requests Speaker A to allow them time to process the novel information before commiserating about the next topic of lunch)
