The term used for a person or company that acts as if it is capable of doing a certain job towards its customers, but in reality outsources jobs as soon as they come in.

The youshiki asks a customer some monetary amount, and pays the people who do the actual work less. The youshiki then keeps the difference.
Phil: I hired a Japanese company to inspect this building, but they sent some Mexican company to do it instead.

Bob: I'm afraid you have wasted your money on a youshiki.

Phil: Had I known this, I would have hired the Mexican company straight away.
