This word is used to pejoratively describe a managerial employee who will typically not provide oversight for tasks to which his subordinates are assigned until they have completed the work, at which point the supervisor will take credit for providing guidance to his employees when in the company of his peers and higher-level managers once they confirm their approval of the final work product.
Ted hadn't heard from his boss John since being assigned the project, until at last when he made a well-received presentation to the company's officers, at which point John congratulated Ted for acting upon his suggestions, prompting Ted to whisper under his breath, "fucking ultravisor".
