sheet booger

When the snot in your nose solidifies to the inside of the nostril. When picked, it comes out thin, flat and usually dry resembling a sheet of paper. Hence the name.

A sudden rush of sillyness results in the expression of this foreign sounding silly word, just like ooo la la

Another use of the word is in reply to a person speaking a language you don't understand
