Since they are often bored (low crime rates) they have to plant evidence to have any kind of action. The entire town of Beloit is a glorified speed trap. If you can avoid it go around Mitchell county Kansas. They don’t discriminate by race, they hate everyone. If you’re not a criminal, they’ll make you one.
