A phrase used often by criminologists to describe when an individual cuts all public and semi-public interactions that can be traceable, such as credit card transactions, using a cell phone, emails, etc. The phrase comes from large metropolitan areas like New York City, where people would often be unreachable while underground on the subway. This phrase is synonymous with "going dark".
"We were close to catching him when he had gone underground."
