Comes from the idea of capturing and unleashing the very essence of a city, the heat, traffic, gridlock, rudeness, selfishness, frustration crime, people moving causing friction like electrons furiously orbiting an increasingly unstable nucleus of wrath, the seething rage that is one degree away from reaching the boiling point - hence, "municipal", which means of, or like a city.

The ravers wouldn't stop blasting their techno into the wee hours of the morning, so we had to get municipal on their ass.
