The act of making a simple activity unnecessarily complex.
This procedure was three pages long before Bill genzymed it into a forty-seven page monster with eleven references, five attachments, two swimlanes, a two-page flowchart, and a CD-ROM. I would complain to Bill directly, but he's been promoted to Associate Director.
